This paper begins with a discussion of the importance of children's language background in preparing for second language learning. Issues in the language development of bilingual children are then discussed, followed by issues in language assessment. A procedure is proposed for assessing language development in bilingual preschool children. The six steps in this procedure are as follows: Making a Plan; Collecting Information; The Portfolio; Narrative Summary; Meeting with Family and Staff; and Curriculum Development. Other important components in the assessment process are discussed in brief, including staff development, accountability, and parent participation.
